Request for Urgent Intervention

The ITF, together with IFATCA, the professional organisation for air traffic controllers whose
members are directly involved, requests your urgent intervention in the current industrial dispute involving air traffic control in Brazil.

There is, as you know, a growing crisis in the Brazilian civil aviation industry which has led to the closure of two major airlines and large scale unemployment for civil aviation workers. This has now escalated to a major crisis involving air traffic controllers and a number of leaders of the
organisations representing them have now been imprisoned.

We are aware that the status of the workers concerned poses particular problems as far as
Conventions 87 and 98 are concerned as they are Air Force personnel and their associations are
therefore not legally classified as trade unions. Despite this their tasks and duties are identical to
those of civilian air traffic controllers who are members of the ITF affiliated union Sindicato
Nacional de Aeroportuarios SINA which fully supports our request.

We would therefore ask you to intervene with the Brazilian authorities to try to secure the
immediate release of Bros. Carlos Trifilio and Wellington Rodrigues and an understanding that
workers carrying out normal operations in relation to civil aircraft should have the same rights to freedom of association as other workers.
